Following repeated delays and under pressure from the High Court, the Israeli government approved the establishment of an investigation into the security and political failures surrounding the October 7 massacre.7 However, the nature of the probe has triggered an immediate and furious backlash, with critics calling it a “cover-up” and a “whitewash committee.”8

 

1. The Controversy: Government Probe vs. State Commission

 

The key controversy centers on who will control the investigation and who will define its scope:

  • Opposition Leader Yair Lapid: Lapid accused the government of “doing everything it can to run from the truth and evade responsibility.” He added, “He who is being investigated does not appoint his own investigators.”11

     

  • Bereaved Families: Groups representing the victims of the attack, such as the October Council, slammed the move, saying, “the defendants are trying to appoint their own investigators” and warned that they will not accept any substitute for a full State Commission of Inquiry.12

     

  • Conflict of Interest: Critics point out that Netanyahu is the only senior official at the time of the attack who has not publicly taken responsibility for the failures, and past State Commissions have held him personally responsible for other disasters (like the 2021 Meron stampede).13

     

3. The Timeline and Scope

 

The government defended the timing, stating that the current “interim state” of the war in Gaza allows them to move forward.14

 

  • Mandate Development: The ministerial panel has 45 days to submit its recommendations to the government regarding the probe’s scope, including the specific topics and timeframes to be examined.15

     

  • IDF Probes: The military and intelligence bodies (IDF, Shin Bet) have already conducted internal operational reviews, which highlighted military failures like misinterpreting intelligence and a collapse of the chain of command.16 However, these internal probes do not investigate decisions made by the political echelon—the core focus of the new governmental committee.
